The Chemical Industry Council of Delaware represents a diverse set of companies engaged in the business of chemistry. Chemical manufacturing is the second largest manufacturing industry in Delaware at $1.83 billion, and invests about $77 million across the state to build and update equipment and facilities. The business of chemistry is a dynamic enterprise, utilizing innovation to drive the economy and job creation, providing more than 2,000 jobs to Delawareans with an average wage of $108,418. Our mission is to represent our members within Legislative Hall using top top-notch advocacy, member engagement, and sharp communication.
Behind the scenes
Josh Young, Executive Director
Josh Young represents the chemical and plastics industries before legislative and regulatory agencies throughout the country. Josh began working for the American Chemistry Council in March 2004 and serves as Senior Government Affairs Director in their Washington, DC headquarters. Mr. Young works with legislative and regulatory officials, local chemistry councils, environmental federations, and industry groups at the local, state and federal level.
Additionally, Mr. Young represents ACC through Public Policy Groups participation including the American Legislative Exchange Council, National Conference of State Legislators, the Council of State Governments, National Governors Association, Republican Governors Association, Democrat Governors Association and the Lieutenant Governors Association.
Upon receiving his Master of Arts degree in English from Washington & Lee University, Mr. Young served as a Legislative Liaison for US Senator Paul Coverdell in Washington, DC. He is married to the former Kelly Jordan of Raleigh, NC and they and their son reside in Arlington, VA.

Jason Gonzalez, President
Based in Wilmington, Delaware, Jason Gonzalez leads DuPont state government affairs activities in the United States. Gonzalez is responsible for leading advocacy, public policy, economic development and business collaboration activities in twenty-three states as well as corporate government affairs in the company’s headquarters community of Delaware. Gonzalez has represented DuPont in leadership capacities with various organizations such as the American Chemistry Council, CropLife America, the Delaware State Chamber of Commerce, the Michigan Chemistry Council, the New Jersey Organization for a Better State (NEW JOBS), the New York State Chemistry Council, the Ohio Manufacturers Association and the Pennsylvania Chemical Industry Council.
Gonzalez joined DuPont in December 2010. Prior to DuPont, Gonzalez worked as the Director of Government Affairs for New Jersey American Water, the state’s largest investor-owned water and wastewater utility. There, while serving on the company’s senior management team, he implemented a comprehensive state and local government affairs outreach and advocacy program, managed statewide political activities, and co-managed a corporate responsibility program. Prior to joining New Jersey American Water, Gonzalez held positions of increasing responsibility with the New Jersey Assembly Majority Office, the New Jersey Democratic Assembly Campaign Committee, and finally with New Jersey Assembly Speaker Joseph J. Roberts. In his role with Speaker Roberts, Gonzalez actively managed the Speaker’s legislative and public members appointments to state boards, commissions and authorities, and served as the liaison for the Speaker to the Governor’s Office, Executive Branch Departments and Agencies, the New Jersey Senate, Federal Representatives, along with County and Municipal officials.
Gonzalez is a graduate of The College of New Jersey, where he earned a Bachelor of Arts with a major in Political Science. He resides in Wilmington, DE and remains active in the local community. Gonzalez serves on the Medical School Board for the Cooper Medical School of Rowan University and is a former Commissioner for the Camden County Improvement Authority and a former member of the Camden City Board of Education.
Britt Carter, Manager
Britt is a seasoned government affairs professional with over a decade of experience in the public and private sector. Prior to joining ACC, Britt served as the Director of Intergovernmental Relations for the U.S. Environmental Protection Agency where she was responsible for outreach and engagement with state and local officials and public policy organizations. Previously, she served as an Associate Director for the White House Office of Intergovernmental Affairs where she advanced partnerships with state, local, tribal officials.

Claire is an accomplished government affairs professional who specializes in grassroots engagement and digital advocacy. Prior to CICD, Claire spent time as an aide in the U.S. House of Representatives and at POLITICO in Washington, D.C.
